The framework entry point. Called once from corex-core.php; hooks the bootstrap onto plugins_loaded so Corex self-initializes in every context (front-end, admin, REST, WP-CLI, cron) independent of any theme (spec FR-001–003).

Section titled “booted(): bool”Whether Corex has booted and {@see app()} is safe to call. A site plugin had no way to ask. The obvious guard — Boot::app() === null — is itself the fatal, because app() throws rather than returning null, so the check written to prevent the crash is the crash.
