The CoreX → Releases screen (spec 107): what this site is running, what stands in the way of installing a release here, and a package given to the site and read. The screen is the shell and a mount; what it shows is asked of the Releases routes. It is open to whoever the routes are open to, and to nobody else: {@see ReleaseRestGateway::mayManage()} is the one rule for both, so the menu cannot offer a screen whose every request is refused.
