Vanilla, depends on the spec-043 runtime; the secret never reaches it. Matched by the end of the hook: WordPress names a submenu’s hook from its parent menu’s title, and the CoreX menu is titled “COREX FRAMEWORK”, so the hook is corex-framework_page_corex-settings-config. It was compared with corex_page_…, which no site has, so the script never loaded (spec 114, US-SAFE-16).
